Board of Trustees Meeting - March 8, 2022

Meeting Highlights

Under New Business, the Board:

Approved changes to existing syllabi, request to develop five online/hybrid courses, the addition of new course, and authorized their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.

RATIONALE: The items have been approved by the Curriculum Committee and Academic Council. These changes improve the college's educational offerings and support efforts to enhance the quality of instruction.

Granted permission to create Rend Lake College Policy & Procedure 4.1416 - Microscholarships, as presented, second reading, effective March 08, 2022.

RATIONALE: This policy is being created to clarify the institution’s intent for the Microscholarship Program.

Approved revisions to Rend Lake College policy manual section 2: General College Matters and create Section 6: Campus Police Department (Second Reading), as presented, effective March 08, 2022.

RATIONALE: The revisions to the current policy manual are needed to make the manual more efficient and effective and to identify and reflect polices specific to the police department

Approved an Intergovernmental Agreement between Rend Lake College District #521 and Southern Illinois University - Carbondale, as presented, effective March 08, 2022.

RATIONALE: This Intergovernmental Agreement will allow students to attend Southern Illinois University at Carbondale after graduation from RLC. Eligible students will earn a $4,000 scholarship for the first and second year at SIU-C provided they meet the Saluki Step Ahead Online Program criteria. The online programs included in this agreement are Accounting, Business Administration, Criminology & Criminal Justice, Psychology, Health Care Management and Radiologic Sciences.

Granted permission to create the stipend position for Learning Community Facilitator, as presented, effective March 08, 2022.

RATIONALE: This stipend position is necessary in order to establish a best practice addressing student success rates specifically and initially for the out-of-district population. The goal of this position is to create and facilitate learning communities which provide support and educational opportunities outside of the traditional classroom for students to achieve their outcomes and improve the college’s retention and completion rates.

Granted permission to repurpose the Rend Lake College Coal Mine Training Center (CMTC) into the Agronomy Innovation Center (AIC), as presented, effective March 08, 2022.

RATIONALE: Coal mine training will continue to be provided on an as-needed basis and can be done from a general classroom space. The conversion of the CMTC to the AIC will provide a clean space for students to explore the latest technology current to the Agricultural Industry. Partnerships with area dealerships (currently and specifically both S&N Partners and Reichmann Bros.) will allow access to brand new equipment each year for the foreseeable future. Partnerships with Syngenta are in progress as well to improve upon the spray applicator curriculum.

Granted permission to bid for the purchase of a semi-tractor, effective March 08, 2022.

RATIONALE: The College’s current semi-tractors are of an age where they need significant repairs and cause downtime during class offerings. An additional semi-tractor would support the increase in CDL offerings and high demand for drivers the industry currently has.

Approved the four-year program plans between Rend Lake College District #521 and McKendree University, as presented, effective March 08, 2022.

RATIONALE: These Articulation Agreements allow students to complete an Associate of Arts Degree in Business at Rend Lake College and seamlessly transfer to McKendree University and earn the Bachelor of Business Administration Degree.

 

Under Personnel, the Board:

Accepted with regret the resignation of Bailey Lindsey, Lead Toddler Room Teacher effective February 25, 2022.

Accepted with regret the resignation of Nina Goloubeva, Medical Assistant Program Director effective June 6, 2022.

Accepted with regret the resignation of Austin Kreger, Programmer/Analyst effective March 2, 2022.

Accepted with regret the resignation of Kay Zibby-Damron, Chief Executive Officer of the Rend Lake College Foundation, effective April 8, 2022.

Accepted with regret the resignation of Jessica Phillips, Human Resources Generalist, effective March 16, 2022.

Accepted with regret the retirement resignation of Dave Mathis, Maintenance Supervisor, effective April 30, 2022. Mathis has worked for the college for more than 16 years.

Accepted with regret the retirement resignation of Gale Lowery, Custodian, effective July 31, 2022. Lowery has worked for RLC for 20 years.

Appointed Mallory Howell as Controller.

RATIONALE: Howell has the educational qualifications and community college experience necessary to be successful in the position. She has a master’s degree of accountancy and a bachelor’s degree in accounting, both from Southern Illinois University Carbondale, and an Associate of Arts and Applied Science from Rend Lake College. She has worked as a business office accountant at RLC for more than 9 years.

Ratified revisions to the job description of Director - Recreation Center to Director - Recreation Center with Assistant Softball Coaching, and adjust the salary of Laura Johnston, effective March 01, 2022.

RATIONALE: With the recent resignation of the Assistant Softball Coach, Laura Johnston the current Director of the Recreation Center expressed she would like to take on the responsibilities of the Assistant Coach. Johnston’s salary is being adjusted to reflect the additional duties while not exceeding the 6% rule of SURS. The Assistant Softball Coach stipend will be inactivated as a result of this change.
