During the May Board of Trustees meeting, Jim Reed, ICCTA Director, presented various topics to the Trustees.
Reed asked the members to introduce themselves and their roles on the Board using cards with various images such as a ballot box, ostrich and a sun. Each member was asked how the image reflected their role.
"I believe the sun reflects my role very well," said Henry Meinert, Student Trustee. "It's my duty to shine some light on what the student perspective is for the rest of the board."
Reed also highlighted the expected roles and responsibilities of the RLC Board of Trustees, ways that the RLC president and Chair member can maintain a great relationship and policy issues including higher education funding, ICCTA/ICCCP priorities and federal issues.
Under New Business, the Board:
- Approved the withdrawal of courses and authorized their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed below.

RATIONALE: The above items have been approved by the Curriculum Committee and Academic Council. These course and curriculum requests improve the college's educational offerings and support efforts to enhance the quality of instruction.

RATIONALE: Rend Lake College Policy & Procedure 5.1205 – Payment of Bills, needs to be updated to better reflect the needs of the college.
- Approved Revisions to Rend Lake College Board Policy & Procedure 4.1115 – Fees, effective Fall Term 2025.
RATIONALE: Rend Lake College Policy & Procedure 4.1115 – Fees needs to be updated to better reflect the needs of the college.
- Approved Revisions to Rend Lake College Board Policy & Procedure 6.1010 – Use of Force, FIRST READING, effective June 10, 2025.
RATIONALE: This policy revision is required to better meet the needs of the institution.
- Granted permission to Advertise and Accept Bids for Replacement of the Roof at the Rend Lake College Murphy-Wall Pinckneyville Campus, effective May 13, 2025.
RATIONALE: The current roof is 23 years old and has exceeded its life expectancy. The roof has shown major wear and has multiple leaks. This project is expected to exceed the $50,000 limit set by Illinois Community College Board’s guidelines and must be advertised for competitive bids.
- Granted permission to Advertise for Bids and Award Purchase of a Van for the College Fleet, effective May 13, 2025.
RATIONALE: The college needs an additional vehicle in the college fleet to minimize the need to rent vehicles for college travel, plus the current Dodge Grand Caravan is aging and is no longer adequate for longer trips.
Under Personnel, the Board:
- Accepted, with regret, the resignation of Trace King, effective May 17, 2025.
- Accepted, with regret, the resignations of Kaylie Williams, effective May 15, 2025.
- Appointed Emily Kovarik as Upward Bound Project Advisor, effective May 27, 2025, pending a successful background check.
- Appointed Mindy Reach as SHINE Director, effective June 2, 2025, pending a successful background check.
- Granted permission to advertise for and ratify the appointment of Development Coordinator of the RLC Foundation, effective May 13, 2025.
- Granted Permission to Create the Position and Job Description and Transfer Community and Corporate Education Specialist to Coordinator of Community and Corporate Education, effective May 16, 2025.
- Granted Unpaid Leave of Absence for Brandee Tate, retroactively effective April 16, 2025.
Under Financial Information, the Board:
