Meeting Highlights

Adult Education Presentation

The board heard a presentation about the college's Adult Education and Family Literacy program from Director Dr. Linda Stasko and Student Services Coordinator Vickie Golliher. The program will hold its graduation ceremony at 6:30 p.m. Thursday, May 18 in the Event Center.

LEAD Discussion

The board held a discussion with members of the college's LEAD 1101 course. LEAD consists of faculty and staff who have been meeting since January, exploring special topics in leadership specific to RLC and the Illinois Community College System. Tuesday's board meeting was the final meeting in LEAD 1101.

Board Attorney Appointed

The board appointed Bryan Drew as Board Attorney.   

Under New Business, the Board:

  • approved revisions to Policy 3.1110 – Computation of Hourly Rate of Pay for Part-Time Employees (Second
    Reading) as presented, to be effective May 1, 2023. 

    Rationale: This policy is being revised to better serve the needs of the institution.  

  • approved revisions to Policy & Procedure 2.1720 – Community Use of College Facilities (First Reading)
    Rationale: These policy revisions are needed to better meet the needs of the institution. 

  • approved revisions to Policy & Procedure 2.1205 – Drug and Alcohol Free Work Place (First Reading)
    Rationale: These policy revisions are needed to better meet the needs of the institution.

  • approved the development of new courses and curriculum and authorized their submission to the lllinois Community College Board (ICCB) for action effective on the dates listed.

      • AGRI 2207 Farm Data Management & Analytics
    • New Curriculum, effective 8/1/2023 
      • AGRI 0010 Digital Agriculture AAS Degree

  • granted permission to close a trust account for a completed Capital Development Board project and transfer remaining funds from the Operations and Maintenance Restricted Fund (03) to the Education Fund (01). 
    Rationale: Capital Development Board Project 810-078-025 (theater fire doors & ATC air handlers) has been completed, and CDB has released remaining funds in the amount of $4,228.31 from the trust. The project was initially funded from the Education Fund, so remaining funds will be returned to the Education Fund.

  • granted permission to advertise for bids for exterior painting at Rend Lake College MarketPlace.
    Rationale: The current paint is fading. Recently the north side of the building was painted. The roof and the south side of the building need to be updated to match the north side.

  • approved the establishment of a Decennial Committee to study local efficiencies and report recommendations regarding efficiencies and increased accountability to the county board in which the governmental unit is located. This
    committee is required per 50 ILCS 70/1, The Decennial Committee on Local Government Efficiency Act, effective June 10, 2023.
    The committee will be comprised of – all members of the Board of Trustees, College President, as well as Lori Ragland and John Gulley who will represent residents of the district.

  • granted permission to advertise for bids and award for the parking lot resurfacing at Rend Lake College Ina Campus.
    Rationale: The asphalt is crumbling and deteriorating causing safety hazards and drainage issues. The roadways and parking lot entry are in need of milling and the parking lots are in need of sealing and striping.  

  • approved the 2023-2024 Handbooks, as provided, for Certified Nursing Assistant (CNA), Culinary Arts, Emergency Medical Technician Basic (EMTB), Emergency Medical Technician Paramedic (EMTP), Mary & George Slankard Learning Resource Center, Medical Assistant (MA), Medical Coding, Nursing, Pharmacy Technician, Phlebotomy, Radiologic Technology, and Studio RLC
    Rationale: The provided Handbooks have been updated to reflect revisions to board policy & procedure and/or updates to processes that have changed within the program.

  • adopted a resolution setting forth and describing in detail claims heretofore authorized and allowed for proper community college purposes which are presently outstanding and unpaid, declaring the intention to avail of the provisions of Article 3A of the Public Community College Act of the State of Illinois, as amended, and to issue bonds in the principal amount of $13,500,000 for the purpose of paying claims against district, and directing that notice of such intention be published as provided by law
    Rationale: The district is required to notify taxpayers of the intent to issue funding bonds. The funding bonds will be used to pay claims against the district including the series 2023 debt certificates.

Under Personnel, the Board:

  • accepted, with regret, the retirement resignation of John R. “Rob” Little, English Professor, effective June 30, 2023. President Terry Wilkerson added that Little's retirement is accepted with "deep regret," stressing how vital he has been to the college's continued accreditation through the Higher Learning Commission. 
  • accepted, with regret, the resignation of Melissa Bertschi, Cosmetology Instructor, effective July 27, 2023. 
  • accepted, with regret, the resignation of Hannah Pellman, Nursing Program Instructor, effective June 15, 2023.

Under Financial Information, the Board:

  • ratified the payment of college expenses, including travel expense reimbursements, as presented.
