Notable News:

Henry Meinert (center) accepts a commemorative plaque for his service as Student Trustee from RLC President Lori Ragland (left) and Board of Trustees Chair Larry Manning (right).

Current Student Trustee Henry Meinert (Benton) has completed his 2025-26 term and turned the seat over to new Student Trustee Landen Catron (Bluford). Catron is enrolled in the Agriculture Business and Production program, and he is currently on track to graduate from RLC in 2027.

Meinert thanked the Trustees and offered some advice to his successor.

"Thank you all [Trustees] for helping me in so many ways during my term," said Meinert. "Landen, make sure you take the reins, and be certain to take every opportunity to make good connections."

Franklin County EDGE students, along with Jefferson County CEO students, presented the businesses they've chosen this year during the very popular entrepreneurship programs. Board members learned about some challenges a few of the students overcame in building their business models and what their plans are after high school.

The seventh annual Franklin County EDGE Expo will be held at the Benton Civic Center on April 20, 2026, from 5:00–8:00 PM.

Jefferson County CEO students will showcase their businesses at the CEO Trade Show on April 23, 2026, from 4:00–8:00 PM at the Cedarhurst Center for the Arts. The trade show will feature 3D-printed golf gear, self-care and wellness products, coffee syrups, and BBQ seasonings.

Under New Business, the Board:

Approved the Development of New Courses, Approval of New Curriculum, and to Authorize their Submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.

  • Approved Revisions to Rend Lake College Policy & Procedure 2.1720 – Community Use of College Facilities, Second Reading, effective April 14, 2026.
    RATIONALE: These revisions are needed to include fees for use of the new space available in the sports complex.
  • Granted Permission to Create Rend Lake College Policy & Procedure 2.1513 - Gramm-Leach-Bliley Act (GLBA) Information Security, Second Reading, effective April 14, 2026.
    RATIONALE: This policy is being created to comply with the provisions of the Gramm-Leach-Bliley Act.
  • Revisions to Job Description, Executive Assistant — Curriculum and Instruction, effective April 14, 2026.
    RATIONALE: This job description revision is needed to better meet the needs of the institution.
  • Granted Permission to Purchase Security Cameras, Servers and Software, effective April 14, 2026.
  • RATIONALE: Our existing camera software is no longer supported by our existing vendor, and many of our older cameras do not work on the newer software. Under 110 ILCS 805/3-27.1(f), competitive bids are not required for this purchase. The purchase will be made using Tort funds.

Under Personnel, the Board:

  • Accepted with regret the resignation of Karessa Keyser, Executive Assistant of Instruction, effective May 29, 2026.
  • Accepted with regret the resignation of Sarah Tepovich, Student Success Specialist, effective April 15, 2026.
  • Accepted with regret the retirement resignation of Vickie Golliher, Coordinator of Adult Education Student Services, effective October 1, 2026.
  • Accepted with regret the retirement resignation of Dr. Elizabeth Bailey-Smith, Professor of Speech Communication, effective June 1, 2026.
  • Ratified the dismissal of Steve Marlow, Online Learning and Accessibility Coordinator effective March 25, 2026.
  • Appointed Dean Mandrell as Advisor – Student Support Services/TRIO, effective April 15, 2026.
  • Appointed Alexis Parchman as Financial Aid Specialist, effective April 20, 2026.
  • Ratified the appointment of Kyleigh Hermetz as Director of Institutional Research and Analysis, effective April 6, 2026.
  • Appointed Mitchell Bulla as Online Learning and Accessibility Coordinator effective, May 11, 2026. 

Under Financial Information, the Board:

  • Approved ratification of the Payment of College Expenses including Travel Expense Reimbursements.
