Update to Mask Mandate from President Wilkerson
Rend Lake College’s policies regarding COVID-19 continue to be aligned with state guidelines. Governor Pritzker announced this week that the statewide requirement to wear masks indoors will expire February 28, 2022.
Effective March 1, masks will be optional and no longer required inside Rend Lake College facilities.
This has no impact on the vaccine/testing mandate. Continue to practice social distancing and monitor yourself for symptoms. The reporting of vaccination status and testing expectations at RLC have not changed at this point.
The news that masks will be optional at RLC in a little more than two weeks — along with the rapidly decreasing COVID-19 hospitalizations and high rates of vaccination reported by state leaders — is an encouraging sign. In the meantime, please continue to follow the mask policy here at the college. As always, I appreciate your flexibility and cooperation.
Please keep monitoring your Warriormail and our many other communication channels for updates regarding the college’s COVID-19 policies. I look forward to seeing your faces very soon.
Terry Wilkerson

We have received questions regarding the new CDC guidelines for Covid-19, so we would like to share some information with everyone. To be considered fully vaccinated with Moderna or Pfizer vaccines, you have to have received the 2nd dose of the vaccine within the last 5 months, for Johnson and Johnson you have to have been vaccinated within the last 2 months. If you are outside of this timeframe, a booster is required to be considered fully vaccinated at this point.
If you are a close contact to someone who has tested positive, have symptoms or a positive result yourself please contact HR as soon as possible so we can give guidance. If you have received your booster for Covid-19, please send HR proof of that, if you have not already done so. Please email to hr@rlc.edu.
Shield will be here on Wednesdays from 7:30am-9:00am for testing this semester. If you are not able to get your test on campus, please feel free to be tested at another facility such as CVS or Walgreens and remember to upload your results. We will also be hosting Covid-19 Vaccine Clinics on January 19th and February 9th from 8:30am-1:30pm in the gym. We have provided a flyer with the clinic information below.
As always, please do not hesitate to contact HR with questions.

SHIELD ILLINOIS PORTAL SETUP INSTRUCTIONS
January 5, 2022
We hope everyone enjoyed their holiday break and is looking forward to a new semester! We wanted to take a minute an update you with the newest Covid-19 guidance that we have received and to remind you of a couple of related items. First, please do not get lax about wearing your masks! The Omicron strain has hit our area pretty hard, so it is still very important to make sure you are wearing your mask whenever you are out of your assigned area or are in direct contact with others within your assigned area. Second, if you have received your booster for Covid-19, please send HR proof of that, if you have not already done so. Finally, you will find a link to the latest guidance from the Governor’s office that we will be implementing immediately. https://dph.illinois.gov/covid19/community-guidance/quarantine-guidance.html Thank you for your cooperation with these requests and please continue to make us aware of positive results and/or symptoms that you may develop.
Employees have been doing a great job for participating in the weekly testing, so thank you for that! Shield will be back on campus beginning January 12th from 7:30 a.m. to 9:00 a.m. in Gym 110. If you are not able to get your test on campus, please feel free to be tested anywhere and remember to upload your results.

Update on COVID Testing Requirement - September 17, 2021
Due to a regional shortage of COVID testing supplies, Rend Lake College is briefly postponing its offering of tests for the testing requirement of the statewide vaccinate-or-test mandate which takes effect Sunday, Sept. 19. We will resume testing when the supply of testing materials in our area enables us to provide it or for you to obtain testing elsewhere yourselves. It is still our intention to follow the state mandate requiring vaccination or weekly testing when the logistics permit. We will send instructions for submitting proof of testing in the near future, more than likely before the end of next week.
In the meantime, for those who are vaccinated and have not yet done so, please submit your proof of vaccination. Students may use https://rlcforms.rlc.edu to submit proof or elect for testing instead, and employees may send their information to Human Resources.
For those who wish, we have vaccination clinics planned from 12 p.m. to 6 p.m. in Waugh Gymnasium on campus on the following dates: Sept. 22; Oct. 5; Oct. 18; and Nov. 8.
The clinics have been scheduled to meet the interval required between doses. The college previously held clinics on Sept. 1 and 14.

Joint Press Release from Southern Illinois Community College Presidents - September 13, 2021
Our local community colleges are working hard to develop and operationalize mitigation protocols at our various campuses. Our region has for many weeks now been an area with a dangerously high transmission rate of COVID-19. While each of our campuses will implement procedures in ways that best fit our campus communities, it is essential to recognize that we are unified in our message and our adherence to state and federal guidance and orders regarding vaccination and testing. It is essential to note that we are unified in ensuring our students and staff can visit our campuses, knowing that their safety is our top priority.
It also should be noted that we as Presidents, are in agreement that the best and safest way for our campuses to continue providing face-to-face learning and services is for our communities to get vaccinated against this virus. For over a year, we waited while the vaccinations were developed and tested. Since May of this year, our campuses have held vaccination clinics and worked with our local county health departments and the medical community to promote and provide vaccination. The vaccines have been shown to successfully mitigate the virus and the duration as well as severity of the virus in rare breakthrough cases. We as a collective believe that the science behind the vaccines and the widespread vaccination efforts will allow us to stay face-to-face on our campuses and in our communities. This message is not about politics, we are educators, and our ultimate goal is to ensure our students succeed while also keeping everyone safe.
If vaccinations are not the chosen option, for the good of public health and serving the interest of helping others stay safe, simple testing to help control the spread of the virus is essential. We all must do our part to help reduce the spread and save our healthcare system from imploding. Reducing disease spread is how we stay open for business and protect lives, be it through vaccination or this simple testing. You have options. Please help us to help you by researching, discussing your concerns with your doctor, and committing to the choices you have to keep everyone safe.
Per both the United States President's order and the Illinois Governor's order, we will continue to test those individuals who cannot take the vaccination for various reasons. We will all have a variety of ways for this to be accomplished, and as a group, we continue to support and work together and assist each other in our efforts and resolve. We are here to serve our community; the educational and career success of our students and staff is our mission. Let's focus on each other to move us all forward.

Message to students ...
Students,
As you are likely aware, on Thursday the governor issued a COVID vaccination-or-test mandate to all higher education students in Illinois. This is a statewide mandate with which Rend Lake College must comply, as must all other colleges and universities in the state. RLC officials are working out the logistics of how this process will occur going forward, and we will let you know as soon as we have these details worked out.
The expectation for students will be that you must either be vaccinated or submit to weekly COVID testing in order to be allowed on campus. The easiest way to prove vaccination status will be to bring in your vaccination card or email a picture of it to the college. Again, we will send out further details about this process when they are worked out, and we are sharing this now to give you time to find your card and / or snap a picture of it in preparation for submission for those who choose to do so.
If you are currently unvaccinated and choose not to vaccinate, the mandate requires you to have a COVID test at least weekly. We are planning accommodations to allow you to do this on campus during regularly scheduled times and are now working with our providers on scheduling.
In conjunction with all this, we have extended the last day to drop 12- and 16-week classes with a refund to Friday, Sept. 3; that deadline previously had been Friday, Aug. 27.
We will host a free, walk-in COVID vaccination clinic from noon to 6 p.m. Wednesday, Sept. 1, and Wednesday, Sept. 22, in the gymnasium.
We recognize this is a strange and stressful period of time, and it remains our goal to keep all of you moving forward on your educational path. At this time, we have no plans to transition back to fully remote learning and we intend to continue with our current scheduling set-up. As always, if you need help, feel free to reach out to us at RL-Cares at RL-Cares@rlc.edu or 618-437-5321, Ext. 1225. Keep an eye on rlc.edu/coronavirus for further updates.
Thanks!

ATHLETICS UPDATE
With the return of some of our students to campus for face-to-face lab work beginning the week of February 8, we are starting some of our Warrior sports programs on a limited basis.
Winter sports such as basketball will be slated to begin February 20, slightly earlier than our previous tentative plans. Spring sports such as baseball and softball are scheduled to resume March 1. Teams are currently practicing. These timeframes give us a window to monitor the number of COVID-19 cases and help mitigate any community spread. While there can be no spectators for games at this point, we will continue to monitor conditions and consider when fans can begin attending.
We understand the desire to get sports underway again, and these decisions have not been easy. The priorities must be the safety and health of our students and campus community first, and our team has kept this at the forefront since the onset of the pandemic. Some may understandably consider this an overprotective approach. We do not take our responsibility lightly, and are doing what we can to balance the needs first and the wants second of our community.
We appreciate your enthusiasm and support for the RLC Warrior teams!

There will be a Business Office Drop-In on Zoom from 6-7:30 p.m. Thursday, May 14. Business Office staff will be there to walk students through things such as how to view their balances, make payments, etc. For those wanting to attend, the meeting will be on Zoom, ID 933 1082 8658, or use this link: https://rendlakecollege.zoom.us/j/93310828658.
The summer textbook ordering process is in development. Plans are for an online order form to be available this Friday, May 15, with books being shipped to students. More information on this will be released later in the week.
The second round of the CARES funding, about $200,000, will be distributed later this week. This will be distributed to students who are Title IV-eligible, have a FAFSA on file but did not receive a PELL grant, and who do not have disqualifying issues such as lack of satisfactory academic progress, being in default on loans, etc. By statute, those students who were exclusively online prior to the shift to remote learning are not eligible for these grants. BankMobile & Stimulus Funding
Dear students,
You received an email yesterday from BankMobile with the subject "Important Information About Your Emergency Financial Aid Grant." It was a legitimate email. Below is important information about it.
A week ago, we sent you an update about the Federal Emergency Stimulus Funding (CARES Act) for Colleges and Universities. CARES is enabling Rend Lake College to distribute nearly $600,000 in cash grants to help students in need pay for housing, food and other essentials. This will be distributed to PELL grant recipients based on their qualifying percentages (full, three-quarter, half, or part-time).
IF our formula finds you to be a student eligible to receive money from the grant, BankMobile will be responsible for getting the funds to you. So it will be very important that BankMobile knows each student's preferred way of receiving the funds and the correct bank account information for electronic transfers.
Feel free to check your settings and information with BankMobile at any time by going online to https://bankmobiledisbursements.com/refundchoices. Expect another email from BankMobile tomorrow.
Thank you for trusting us. We are here for you. Email the Rend Lake College Business Office at deforeste@rlc.edu with questions.

Fed CARES for RLC students
You have likely heard news about the Federal Emergency Stimulus Funding (CARES Act) for Colleges and Universities. The stimulus package Congress passed recently will enable Rend Lake College to distribute nearly $600,000 in cash grants to help students in need pay for housing, food and other essentials during these pressing times.
Our team is currently working on a distribution method and we will provide more information as soon as we have it formulated.
We also want to make sure you received our message that the 2020 Commencement ceremonies scheduled for May have been postponed. Our aim is to have an in-person ceremony at a later date. We will provide an update on that as soon as we have more information to go by.
Have a great evening.

Important Message from the RLC Business Office
Dear students,
We wanted to take a few moments to provide you important information about the upcoming summer semester.
First, since Rend Lake College employees are working remotely, students will not be receiving summer tuition statements in the mail. Students can access summer statements through the Self-Service portal.
Second, the summer payment deadline is Friday, May 15. Students must pay their tuition in-full or be enrolled in a Nelnet payment plan on or before this date.
Since campus offices are closed, we encourage students to take advantage of the convenient payment options available through Nelnet. Nelnet offers the option to either pay your bill in-full using a secure online portal OR establish a convenient monthly payment plan. If you choose to pay-in full using your bank account information, there is no additional charge for this service at this time. However, if you establish a payment plan or use a credit or debit card, additional fees will apply. For more information, please visit https://mycollegepaymentplan.com/rendlake/.
Tuition payments may also be mailed to the Rend Lake College Business Office. However, processing of checks will be delayed during this time.
Please do not hesitate to email the Rend Lake College Business Office at deforeste@rlc.edu with questions.
Sincerely,
Rend Lake College Business Office

All employees should move to completely remote and online work. All instruction will be delivered remotely the remainder of the semester. We will continue to work with faculty on creative ways to deliver educational outcomes for laboratory portions of the curriculum.
No one is allowed on campus without permission from an Associate Vice President or higher. All previous permissions must be re-established after evaluating their absolute necessity.
This action comes with the safety of all employees, students, and our community being the highest priority.
Thank you for understanding.

Check Warriormail spam
Dear student,
The transition to online classes is well underway. During this time, it is possible that some emails being sent to you are landing in your Warriormail spam folder. Please have a look in your spam folder for any messages from the college. If you find any, right click and tell it it's not spam.
If you are auto-forwarding all incoming Warriormail to another account, the spam filtering is done before that takes place. So any messages that Gmail considers spam will end up in the forwarding account's spam folder. Go into the Warriomail account, tell it that it's not spam, and from that point on, new messages will be included in the auto-forward.
If you are a student who has a documented learning disability, and you encounter any learning issue related to your disability in the online format, please contact our disability services specialist, Susan Cunningham, at cunninghams@rlc.edu. Sue will assist you with any problems you may encounter.
We are all in a constantly changing situation. We are all learning and adapting as we go along. You can be confident in the fact that college leaders are working with the best information we have to make decisions moving forward. You will finish. We will all move forward together.

- The current expectation is that we will continue with online instruction through the remainder of the semester. Students, please check with your instructors if you have questions.
- The Learning Resource Center will be closed for the remainder of March.
- Help Desk will have extended hours starting Monday of next week (7a-7p). We will monitor the volume of calls and adjust accordingly. Also remember the help-desk@rlc.edu address in the event you cannot reach the help desk at Ext. 1259.

FACULTY & STAFF
There are functions such as entering and approving requisitions, processing transcripts, running payroll and the like which are essential functions. Sanitation, network upkeep and maintenance, and other duties also are essential during this time. From the instructional standpoint, some faculty may need the college’s internet / hardware capabilities to upload content to their online courses.
- If you need to work on campus, get approval from your respective Vice President or Associate Vice President. Those who can work remotely are encouraged to do so, although some areas such as Student Records, Financial Aid, Business Office, etc., may need staff physically present. This is being done in part to enhance social distancing and to minimize the number of people who need to be in the same area at the same time.
- Please keep the need to pay bills in mind, and determine when / how to enter your requisitions. If you are a fiscal manager or if you enter requisitions regularly and believe you need remote desktop access, please check with your respective Vice President. If you have questions / problems, contact the Business Office.
- Please ensure that your voicemail contains your work email so you can be reached as needed. Instructions for how to do this can be found at Intranet > IT Tech Tips > Cisco Unity Voice Mail Tips.
- Academic advisement appointments scheduled over the next two weeks will be done via phone or other distance delivery methods.
- Students with existing advisement appointments will be contacted with more information.
- All entrance testing, including Psychological Services Bureau, is pushed back until after April 1, at which time we will re-evaluate.
- Physical education classes are being evaluated, but rest assured students will not be penalized for circumstances beyond their control.
FUTURE CONSIDERATIONS
While we would love to provide some certainty as far as what is going to happen in the coming weeks, no one has that crystal ball. What we can guarantee is that we will be thinking and doing all we can to keep all of our stakeholders safe. We will continue to do whatever we can to support our students and our employees through this time, and will keep you updated as often as we can.
We appreciate the continued hard work and dedication of everyone involved … students, faculty, staff and the community.

Rend Lake College Coronavirus Response Update
All regularly scheduled personnel should report to the college as planned Monday. This will allow faculty and support staff to work together to move as much instructional content online as possible. Online instruction will begin in earnest on Monday, March 23. Administrators also will use that day as a planning and triage day to determine any further needed actions.
Employees should consult with their respective Vice President or Associate Vice President to determine whether to work in person, remotely, etc., from that point.
Gov. Pritzker announced Sunday that all bars and restaurants will be closed to the public by the end of business Monday, March 16, and lasting at least until March 30, which is one of the reasons for this move. We expect that our regional community college partners will be taking similar actions. We are taking this situation on a fluid basis and will be regularly re-evaluating when we can return to a normal working schedule.
We want to thank all of you for your hard work, dedication and flexibility during this time, and we truly appreciate the way you have come together to deal with this situation. The RLC team is truly one-of-a-kind, and this is just another example that proves it. Keep your eyes on your email and the website for more updates as we go.
In the meantime, please continue to keep yourself safe and healthy. Take all the appropriate measures to keep yourself safe from infection, and if you are sick, stay home. As always, if you have questions, feel free to ask.
Thank you,
Terry Wilkerson
RLC President

Rend Lake College Coronavirus Response Update
To the Rend Lake College community
Due to the effects of the ongoing coronavirus (COVID-19) pandemic, Rend Lake College is taking the following measures to help protect our students, faculty and staff, and to do our part to reduce risk of spreading the infection. All updates will be posted on our website at www.rlc.edu.
- Spring Break will be extended an additional week, through Saturday, March 21. The faculty, staff and administration will use this period of time to move as much class content as possible to Canvas, RLC’s online learning platform.
- We will move to online instruction via Canvas for all classes beginning Monday, March 23. This is for the time being, and we will continue to evaluate when we can return to face-to-face instruction. Some formats, such as labs and clinicals, may need to be handled on a case-by-case basis. IMPORTANT: Students, please ensure you have access to Canvas, which can be reached from the MyRLC web page using your Warriormail address and password. Call the Help Desk at 618.437.5321, Ext. 1259, if you need assistance with that.
- On-campus college events will be cancelled during this time, unless otherwise noted. Communication will be ongoing with the appropriate audiences.
- The campus itself, as well as the RLC MarketPlace in Mt. Vernon and the RLC Murphy-Wall Pinckneyville Campus, will remain open.
- The RLC Foundation Children’s Center will remain open at this time.
- Support staff and the IT Help Desk (618.437.5321, Ext. 1259, help-desk@rlc.edu) will be available to assist students.
- Follow the Centers for Disease Control guidelines, which include avoiding crowded situations, remaining six feet away from others when possible, regular hand-washing with soap and water, use of hand sanitizer, avoiding touching your face with unwashed hands, etc.
- Questions may be directed to the front desk at 618.437.5321 or to info@rlc.edu.
Additional notes for STUDENTS
- Warriormail will be an important method of communication. Please make sure you have access to your account. If you prefer, here are instructions to forward your Warriormail to another account of your choice.
- Financial aid refunds will be distributed as originally scheduled.
- All Great Rivers Athletic Conference events are cancelled.
- If you feel ill, do not come to campus.
Additional notes for FACULTY & STAFF
- Employees will need to coordinate their attendance (physical vs. remote) with the appropriate Vice President.
- If you have travel plans on college business in the near future, consult with the appropriate Vice President to determine if you should cancel those plans.
- A separate communication will be sent to faculty regarding work hours and duties from Lori Ragland, Vice President of Instruction & Student Affairs.
- If you feel ill, stay home.
We will continue to monitor the situation and will post updates on our website. We also will alert you of updates to that page via Warriormail, social media, Canvas and the Canvas app, and any other appropriate outlets.
We are taking these actions out of an abundance of caution, with the well-being of our students and employees in mind. We have been in contact with state and federal sources, as well as educational partners in our area.
The Centers for Disease Control has information about the coronavirus at https://www.cdc.gov/coronavirus/.

Important Message to Our Students
We have been monitoring the situation with the novel coronavirus disease 2019 (COVID-19), and we want to let you know how we are responding. There have been no reported instances of COVID-19 at Rend Lake College, and no classes are being cancelled at this time. However, we have amplified our cleaning and disinfecting efforts and have begun contingency planning in the event classes should have to be cancelled.
IF there were a closure that lasted only a few days, instructors and administrators would determine how best to make up the content without having to extend the length of the semester.
IF classes should have to be cancelled for an extended period due to the COVID-19 situation, it could become necessary to extend the semester beyond the originally scheduled end dates in order to allow you the time needed to complete coursework. It would be likely that the college would have select staff members on premises as needed to handle critical functions.
IF that should occur, we would transfer all our face-to-face classes to Canvas, which would allow you to remain in contact with your instructors. This would not be a fit for some laboratory classes and similar situations; those would be handled on a case-by-case basis. There is the option of holding virtual class meetings using the Zoom integration in Canvas as well.
We would get status updates to you in the various methods available, including our https://www.google.com/url?q=https://www.rlc.edu/&source=gmail&ust=1584028160163000&usg=AFQjCNHAzwzxp91LdLgY5fhE2R57xXeUhw">website, social media, Canvas and its app, etc. We suggest that you ensure you have access to your Warriormail email account, or are forwarding those emails to a personal account of your preference, because this is the fastest avenue for us to reach all students quickly. Additionally, if you have not signed up for WENS, our emergency alert texting system, you can do so at https://www.google.com/url?q=http://www.rlc.edu/wens&source=gmail&ust=1584028160163000&usg=AFQjCNE6XARjojkr1SblgKUDU-cjxCDy3A">www.rlc.edu/wens. If you need assistance with either of those, call the Help Desk at 618.437.5321, Ext. 1259.
Again, no classes are being cancelled at the present time. We will continue monitoring the situation and will inform you of any significant developments. Even if a closure of some type should happen, be assured we remain committed to helping you succeed.
In the meantime, continue to use common sense measures to help protect yourself such as regular hand washing, using hand sanitizer, keeping your hands away from your face, etc.
Enjoy the rest of your spring break and we’ll see you next week!
— The Rend Lake College Team
