Meeting Highlights


Under New Business, the Board:

Approved changes to existing courses, withdrawal of existing curriculum, changes to existing curriculum, and to authorize their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.

RATIONALE: The items have been approved by the Curriculum Committee and Academic Council. These course and curriculum changes improve the college's educational offerings and support efforts to enhance the quality of instruction.

Revised job descriptions as presented, effective December 14, 2021.

RATIONALE: The job description revisions are needed to better meet the needs of the institution. There are 3 new job descriptions being created, which are identified in the attached materials, as well as a full review of all current job descriptions.

Approved the schedule of meetings of the Rend Lake College Board of Trustees for calendar year 2022, as presented.

RATIONALE: The calendar year 2022 schedule provides for the Board of Trustees to meet on Tuesdays each month in the Student Center on the Rend Lake College campus.

Approved the 2022-2023 Rend Lake College Catalog as provided.

RATIONALE: The catalog contains information related to academic standards, program requirements and student policies which cover admission, instruction and graduation.

Heard revisions to Rend Lake College Policy Manual Section 1: Board of Trustees and Administration Matters (First Reading), as presented, effective January 11, 2021.

RATIONALE: The revisions to the current policy manual are needed to make the manual more efficient and effective.

Approved two Program Articulation Agreement between Rend Lake College District #521 and Eastern Illinois University, as presented, effective December 14, 2021.

RATIONALE: These Articulation Agreements allow students to complete an Associate in Fine Arts Degree (A.F.A.) in Music and transfer to Eastern Illinois University’s Music baccalaureate program with a vocal or instrumental concentration. Both agreements allow for a teacher licensure option.

Under Personnel, the Board:

Accepted with regret the resignation of Brooke Robertson, Communication Specialist, effective November 26, 2021.

Accepted with regret the resignation of Joy Fitts, Director of Apprenticeships & CTE Support, effective December 3, 2021.

Granted permission to ratify the transfer of Ms. Tonya Odum from Coordinator of Industry Training & Apprenticeships to Director of Apprenticeships & CTE Support, effective December 6, 2021.

RATIONALE: In light of the recent resignation of Ms. Joy Fitts, who served as Director of Apprenticeships & CTE Support, the administration feels that this transfer is in the best interest of the college. Ms. Odum has previous experience in various post-secondary areas such as budget oversight, grant management, as well as corporate and continuing education.

Approved the appointment of J. Lynanne Page as Instructional Design and Assessment Specialist, effective December 16, 2021.

RATIONALE: Page has a Master’s in Fine Arts from Southern Illinois University Carbondale and a bachelor’s in English from Eastern Illinois University. She currently works as an Upward Bound Student Advisor at RLC. She had previously worked as a part-time Adult Education Instructor at RLC, a part-time English instructor at John A. Logan and an instructor at Eastern Illinois University.

Approved the appointment of Mary Huggins as a Communications Specialist, effective December 15, 2021.

RATIONALE: Huggins has an Associate in Applied Science degree from John A. Logan College. She was a part-time Financial Aid Administration Assistant at RLC.She also previously worked as a parish secretary and business manager for St. Bruno Catholic Church.

Granted permission to create the position and job description and advertise for Chief Financial Officer, effective December 14, 2021.

RATIONALE: This position is needed in the anticipation of the retirement of the Vice President of Finance in June 2022. Creating this position allows for ample time to transition and train the CFO, as well as, prepare the Business Office for the next fiscal year.

Granted permission to create the position and job description, advertise for, and ratify the appointment of Higher Education Navigator at a later board meeting, effective hire date is dependent upon and pending IDHS amendment to current Child Care Resource & Referral (CCR&R) contract, effective December 14, 2021.

RATIONALE: This position is necessary to align with a new initiative by IDHS which promotes and assists the incumbent workforce to “upskill”. This individual will be responsible for recruiting and connecting incumbent early childhood care and education workforce members with appropriate early childhood education (ECE) programs to obtain additional educational credentials.

Granted permission to create the position and advertise for Industrial Electronics Instructor on a full-time, 36-week, tenure track faculty contract with an annual salary to be set by the Salary Committee and ratified at a board meeting at a later date, effective December 14, 2021. The tentative start date is Fall 2022.

RATIONALE: This additional instructor position is needed to address growth in the program area. There is currently ample curriculum load to justify a second instructor along with industry support for student employment and apprenticeships.

Additional Highlights:

 Corey Phillips, RLC Director of Auxiliary Services, and Christy Jean, Director of the RLC Foundation Children's Center, provided a presentation onf the RLCF Children's Center.
