Tuition rates approved for FY 2020
The board established the in-district tuition rate of $110 per credit hour for the Summer 2019, Fall 2019, and Spring 2020 terms, represents no increase in the current tuition rate. The out-of-district tuition rate will also remain the same.

The College feels that it will be able to maintain a strong financial position and meet the forecasted budgetary needs of the College without increasing our tuition rates. Maintaining our current tuition rates will allow the College to remain competitive with our peer group schools, and will allow us to maintain our stature as one of the most affordable community colleges in the state.

Instructor share/course cost sharing between RLC and JALC
The board approved an agreement for instructor share/course cost sharing between Rend Lake College, District #521 and John A. Logan College, District #530, effective February 12, 2019. This agreement allows for course offerings at both institutions that normally might not be offered due to low enrollment or lack of instructor qualifications.

Hubbard appointed Project Manager
Jaron Hubbard was appointed as Project Manager - Information Technology & Institutional Research, effective February 20, 2019. Hubbard possesses the education and experience needed to be successful in the position. Jaron is familiar with Rend Lake College and some audiovisual set ups already.

Graphic Designer appointed
Erin Shupe was appointed as Graphic Desinger - Marketing and Public Information, effective Feb. 25, 2019. Shupe possesses the education and experience needed to be successful in the position.  Erin’s passion for design and creativity will lead to innovative, fresh developments for the Rend Lake College brand and a compelling visual message for future marketing campaigns.

Accreditation and Compliance Specialist
The board granted permission to create the stipend and job description for Accreditation & Compliance Specialist as presented. This stipend position will be compensated as 9 equated load hours per semester. This position is necessary to maintain a consistent approach to an already established process for the college’s continual reaffirmation of accreditation by the Higher Learning Commission (HLC).

Trap shooting coach
The board granted permission to create the stipend and job description for a Trap Shooting Coach. This stipend position will be in the amount of $11,500 annually. The position is necessary in order to establish shooting sports at the college. The local and regional demand as prompted the college to establish a trap shooting team as a means of extracurricular activity for our current and future students.

Archery coach
The board granted permission to create the stipend and job description for an Archery Head Coach and Assistant Coach. These stipend positions will be in the amount of $7,500 and $5,000 annually. This positions are necessary in order to establish shooting sports at the college. The local and regional demand as prompted the college to establish a 3-D archery team as a means of extracurricular activity for our current and future students.

Student Trustee Notice of Election
The board approve the Notice of Election for the student Board Member of the Board of Trustees effective Feb 12, 2019 in accordance with the Illinois Public Community College Act. The Notice of Election will be published in the district’s newspapers. The student board member shall serve a one-year term beginning with the April Board Meeting.

Holder transfers to Testing & Placement
Mr. Tommy Holder was approved to transfer from Academic Advisor with Basketball to Testing & Placement Specialist with Basketball on a full-time, 50-week, non-tenure track contract, and revise job description. Mr. Holder’s salary will remain the same. Effective immediately. With the resignation of Charlotte Loquasto this position needs to be filled. The testing and placement position offers a more flexible schedule to coordinate with the basketball coaching position held by Mr. Holder as compared to the Academic Advisor position.

The board approve new courses, changes to existing courses, reuse courses previously withdrawn, new curriculum, changes to existing curriculum, and to authorize their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.

Revision to fees effective Fall 2019
The board approved revisions to the Rend Lake College Policy & Procedure 4.1115 - Fees, effective the Fall Term 2019. The Universal Technology and Facilities fees are being combined into a single $25 fee, an overall increase of $5 per credit hour.

In other business, the board ...

  • Had a second reading of a policy change that would allow part-time employees who consistently work 30-35 hours to become eligible to receive four personal days per year.
  • Authorized the destruction of closed session tapes after they have been held for eighteen months, in accordance with and as provided by the Illinois Open Meetings Act.
  • Reviews the closed session minutes monthly and has decided that the minutes from Jan. 2017 to June 2017 will not be released to the general public
  • Revised Rend Lake College Board Policy & Procedure 3.1205 - Performance Evaluation and Tenure of Faculty Members with updated titles and Faculty & Staff Seniority List.
  • Approved a revision to the Board Policy & Procedure 5.1220-Reimbursement of Miscellaneous Department Expenses to reflect changes to current Illinois statutes.
  • Had a first reading to approve revisions to the Rend Lake College Policy & Procedure 2.1516 - Record Retention, and subsequent Record Retention Handbook, first reading, effective March 12, 2019.
  • Had a first reading to approve revisions to Board Policy & Procedure 2.1215- Enforcement of Smoke-Free Illinois Act and the Smoke-Free Campus Act to reflect changes to current Illinois statutes.
  • Had a first reading to approve revisions to Board Policy & Procedure 2.1236- Administration of Epinephrine to reflect changes to current Illinois statutes.
  • Had a first reading to grant permission to Rend Lake College Policy 3.1030 - Adjunct Teaching Assignments for Full-Time, Non-Faculty Employees, effective Summer Semester 2019. This policy is being created to better serve the needs of the institution as it will assist in the monitoring of time commitments and priorities placed upon employees. Adjunct assignments of full-time employees can impact time and effort reporting, class restrictions, course classifications and quality of instruction.
  • Had a first reading to approve revisions to Board Policy & Procedure 2.1200 - Addressing Discrimination and Harassment (To Include Sexual Assault, Sexual Misconduct, Sexual Violence, Domestic Violence, Dating Violence and Stalking), first reading, as presented, effective March 12, 2019. These policy revisions are being made to better serve the needs of the institution.
  • Had a first reading to approve revisions to Rend Lake College Policy 2.1515- Identify Theft Pursuant to Red Flags Rule effective March 12, 2019. In order to further protect the College and our employees, the Administration feels this change in procedure would increase the security of our data and processes.
  • Approved the submission of the Statement of Final Construction Compliance and Statement of Final Completion on Protection, Health, and Safety Project for the Administration Roof Replacement, Various Gutter Replacement, and ATC HVAC upgrade as required by the Illinois Community College Board.
  • Accepted the resignation of Ms. Charlotte Loquasto, Testing and Placement Specialist.
  • Accepted the resignation of Ms. Tracey Williams, Records Specialist.
  • Accepted the resignation of Ms. Crystal Mulvaney, Nursing Instructor.
  • Ratified the payment of the college expenses including travel expense reimbursements as presented.
