Meeting Highlights
Under New Business, the Board:
Approved changes to existing syllabus, request to develop online course, changes to existing courses, inactivate existing curriculum, withdraw inactive curriculum and to authorize their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.
RATIONALE: The above items have been approved by the Curriculum Committee and Academic Council. These course and curriculum changes improve the college’s educational offerings and support efforts to enhance the quality of instruction.
Approved revisions to Rend Lake College Policy & Procedure 3.1112 - Student Employment, effective October 19, 2021
RATIONALE: Rend Lake College Policy & Procedure 3.1112 - Student Employment needs to be updated to better reflect the needs of the college.
Approved revisions s to Rend Lake College Policy & Procedure 2.1200 - Addressing Discrimination and Harassment (to Include Sexual Assault, Sexual Misconduct, Sexual Violence, Domestic Violence, Dating Violence and Stalking), effective October 19, 2021.
RATIONALE: Rend Lake College Policy & Procedure 2.1200 - Addressing Discrimination and Harassment (to Include Sexual Assault, Sexual Misconduct, Sexual Violence, Domestic Violence, Dating Violence and Stalking) needs to be updated to better reflect the needs of the college.
Approved revisions to Rend Lake College Policy & Procedure 4.1115 - Fees, effective the Summer Term 2022.
RATIONALE: Rend Lake College Policy & Procedure 4.1115 - Fees need to be updated to better reflect the needs of the college.
Revised job descriptions as presented, effective October 19, 2021.
RATIONALE: These job description revisions are needed to better meet the needs of the institution.
Approved revisions to Rend Lake College Policy & Procedure 3.1400 - Family and Medical Leave Act (First Reading) as presented, effective January 01, 2022.
RATIONALE: This policy revision is needed to meet the changes to Illinois statute 105 ILCS 5/24-6.4 reducing the minimum number of hours worked to be eligible for FMLA leave.
Approved revisions to Rend Lake College Policy & Procedure 3.1405 - Victim’s Economic Security and Safety Act “VESSAâ€, as presented, first reading, effective January 01, 2022.
RATIONALE: Rend Lake College Policy & Procedure 3.1405 needs to be updated to include revisions made to Illinois statute 820 ILCS 180.
Adopted the 2021 Tax Levy (Payable 2022). The proposed tax levy will be filed in accord with the Truth in Taxation compliance laws
RATIONALE: Due to the fact that the amount of the proposed corporate and special purpose tax levy is NOT greater than 105% of the prior year’s levy, Rend Lake College is not required to publish a notice of tax increase and to conduct a Truth in Taxation hearing.
Approved the list of obsolete materials which Administration wished to sell at public auction
RATIONALE: In accordance with Board Policy and Procedure 5.1405- Identification of Disposable Obsolete Equipment, Material & Supplies, members of the President’s Cabinet have identified the materials listed to be obsolete. The Administration feels these items have a value greater than $5,000 and seek board approval to sell these items as part of a public auction.
Approved revisions to the 2021-2022 Record Retention Handbook as presented, effective October 19, 2021.
RATIONALE: The Record Retention Handbook is being revised to reflect updates to state legislation.
Approved the Institutional and Academic Alliance Intergovernmental Agreement between Rend Lake College, District #521 and Southeastern Illinois College, District #533, effective October 26, 2021.
RATIONALE: This Memorandum of Understanding lays out the details of the mutually beneficial relationship between Rend Lake College and Southeastern Illinois College for academic, student services, and campus operations offerings. This Memorandum of Understanding highlights the continuation of shared resources between both colleges where appropriate and beneficial to the individual institutions.
Granted permission to purchase equipment for and installation of a video wall for the Event Center from Springtree Media Group of Franklin, Tenn., for $52,706.60 effective October 19, 2021.
RATIONALE: The video wall will provide the best visibility for presentations in the new Event Center.
Approved the Memorandum of Understanding for the sharing of a grant writer between Rend Lake College, District #521 and Southeastern Illinois College, District #533, effective October 26, 2021.
RATIONALE: This Memorandum of Understanding provides the details of the contractual relationship between Rend Lake College and Southeastern Illinois College for the sharing of a grant writer. This agreement highlights the continuation of shared resources between both colleges where appropriate and beneficial to the individual institutions.
Under Personnel, the Board:
Accepted with regret the resignation of Kathy Evans, grant writer, effective October 8, 2021.
Ratified the appointment of Jessica Phillips as Human Resources Generalist, effective October 18, 2021.
RATIONALE: Mrs. Phillips has a bachelor’s degree in organizational communications from McKendree University. She had previously worked as a human resources assistant at Washington County Hospital and was an academic advisor and STARs advisor at Rend Lake College before that position.
Ratified the appointment of Lynsey Sims as Web and Social Media Specialist, effective October 18, 2021.
RATIONALE: Ms. Sims has a bachelor’s degree in integrated communications, specializing in advertising, from Southern Illinois University Carbondale. She was previously the Digital Marketing Director at Harness Digital Marketing.
Ratified the appointment of Mr. Brandon Crawford as Shipping and Receiving Technician, effective October 18, 2021.
RATIONALE: Mr. Crawford has worked for Rend Lake College since 2009, first as a custodian. He has worked in Shipping & Receiving since May.
Granted permission to create the position and job description, advertise for and ratify the appointment of Help Desk Technician at the November 9, 2021, Board of Trustees meeting
RATIONALE: This position is necessary to better fit the needs of the college and to allow the IT Department to enhance its help desk services to students and employees.
Granted permission to create the position and transfer Ms. Heather Adams from Administrative Assistant & Human Resources Specialist to CTE Support Specialist, effective October 19, 2021.
RATIONALE: To better fit the needs of the college, this position is being created to build upon current duties and to efficiently use college resources/
Granted tenure to Ms. Racheal Smith, Radiologic Technology Instructor, effective January 03, 2022.
RATIONALE: Ms. Smith continues to stay current on industry demands and plays a vital role in keeping the radiology program accredited. She actively recruits for her program and has been instrumental in the coordination of clinicals. Racheal was instrumental in the transition to online and remote instruction during the pandemic.
