Holstein appointed Interim President
Appointed Vice President of Student Services Charley Holstein as Interim President of Rend Lake College effective immediately. Holstein has served in a wide range of senior-level leadership positions, according to administrative rationale. He has proven himself capable of resolving complex issues, building teams to resolve issues, and serving the best interests of the college. The ending date of the interim presidency will be determined by the Board of Trustees.

The college is in the process of re-advertising for the position of President. Former President Mark S. Kern retired on June 30 after 39 years of service to RLC.

Coal Mining Training Center bid awarded
Accepted the low bid of $1,159,000 from Lipps Construction Co. of Mt. Vernon for the construction of the Coal Mining Training Center, as well as an additional $90,000 for the four alternate bids. Eleven bids were received. The alternates include a lean-to on the east side, a lobby on the front entrance, brick veneer to the southwest corner of the building, and cabling and terminations, wall plates, and data / voice jacks for data and telecommunications. The building will be located on the western side of campus near the Mark S. Kern Applied Science Building. Current projections call for a ground breaking in late July or early August, and completion is anticipated in March 2009.

The facility will be a 100-foot by 200-foot steel building for the purpose of coal mining training. It will include classroom and office space, operational coal mining equipment, and a mock mine. The project will be funded primarily through an Illinois Department of Commerce and Economic Opportunity grant of $1.07 million, and officials are investigating options for funding the remaining balance.

Interim Vice Presidents, Division Chair appointed
Appointed Dean of Instruction Lisa Payne as Interim Vice President of Vocational Instruction and Liberal Arts Division Chair Christina Kuberski as Interim Vice President of Academic Instruction effective immediately. The appointments were made as a result of last month's resignation of Dr. Jim Hull, Vice President of Instruction, who accepted a position as Vice President of Academic Services at Lake Land College in Mattoon.

The board also appointed History Associate Professor Henry "Buster" Leeck as Interim Liberal Arts Division Chair effective immediately. That position is vacant due to Kuberski's interim vice presidency.

Building renamed in Kern's honor
Renamed the Applied Science Building the "Mark S. Kern Applied Science Building." Kern currently is the only person who has devoted 40 years to the Illinois Community College system. He spent 39 of those years at Rend Lake College, and 17 of them as President. Because he was one of three people who established the Agriculture program, it was decided that this would be the most appropriate building to bear his name.

Two sealing, striping bids approved, west road bid okayed
Approved low bids from Rooters American Maintenance Inc. of Beckmeyer for two pavement sealing and striping projects: the Rend Lake College MarketPlace in Mt. Vernon for $8,050 and the Ina campus for $30,415.

Rooters also was awarded the bid for the Ina campus' west road repair for $32,525.

Schulte takes reins of Student Records
Appointed Vickie Schulte as Director of Student Records / Registrar effective June 26. Schulte previously served as an Enrollment Specialist at RLC. She has a Bachelor's Degree in Organizational Leadership from Greenville College.

Sweetin joins STARS
Appointed Julie Sweetin as Student Transfer and Retention Support Counselor effective June 25. She holds a Bachelor's Degree in Business Administration from SIU Edwardsville and recently served as an area specialist intern for Rural Development (USDA). Sweetin also currently serves as Head Women's Basketball Coach at RLC.

Hutcheson is new Director of Adult Education
Employed Christina Hutcheson as Director of Adult Education and Family Literacy effective July 28 and approved a revised job description. Hutcheson holds a Bachelor of Science Degree in Organizational Management and a Master of Science Degree in Management, both from Oakland City University, and most recently was a program coordinator for the Illinois Youth Center in Harrisburg.

Wilce becomes full-time Welding Technology Instructor
Employed James "Pete" Wilce as a full-time Welding Technology Instructor effective Aug. 18. Wilce expects to complete Associate in Applied Science Degrees in Welding and Manufacturing this month and has certifications from the American Welding Society. He has been a part-time Welding Instructor for RLC since 1989 and is the owner of Ray's Body Shop.

Blumenstock becomes permanent LPN Instructor
Transferred Erica Blumenstock from full-time temporary to full-time permanent status in the Licensed Practical Nursing program. Blumenstock possesses a wealth of clinical experience, supervisory experience and experience with instruction in a small group setting.

Shelton is new Community Ed Assistant
Appointed Kristina Shelton as Assistant Director of Community Education effective July 21. Shelton holds a Bachelor's Degree in Journalism from Southern Illinois University Carbondale and has four years of experience in a community college setting.

Poole, Duncan moving on
Accepted with regret the resignations of Greg Poole, Educational Technology Specialist, effective July 11, and Anthony Duncan, Assistant Wrestling Coach, effective June 10.

College seeks Financial Aid Specialist
Created the position, approved the job description and granted permission to advertise, hire and ratify the appointment of a Financial Aid Specialist at the Aug. 12 Board of Trustees meeting. The position is vacant due to the appointment of Vickie Schulte to Director of Student Records / Registrar.

RLCF Children's Center, RLC MarketPlace Early Childhood Center rates set
Approved fees for the RLC Children's Center in Ina and the RLC MarketPlace Early Childhood Center in Mt. Vernon. Due to increases in the Illinois Department of Human Services child care payment rates, the private pay rate will increase by $1 per day for infants to $29.50 per day, and by 50 cents per day for two-year-olds to $25 per day. The rates for the Pre-K program will remain the same ($12 per day for extended care during the academic year, contingent upon funding of the Illinois State Board of Education grant, and $21 per day for the summer semester).

In other business, the board ... 
o Approved the 2008-2009 Student Rights and Responsibilities Handbook.

o Approved the Policy and Procedures Manual (second reading).

o Approved revisions to the college's organizational chart and an associated change to the job description of college Recruiter, which now reports to the Vice President of Student Services.

o Approved a revision to administrative policy concerning tuition waivers. Tuition and fees will be waived for full-time college employees and qualifying part-time employees registering for the Aerobic Super-Circuit Fitness Center classes and for open swim sessions at the RLC Aquatics Center. Studies have shown that healthy employees are more productive in their endeavors and insurance costs are dramatically reduced (first reading).

o Created an administrative policy to grant a posthumous degree in the event of the death of a currently enrolled student who has completed a minimum of 75 percent of the course work required for their degree with a minimum grade-point average of 2.0 (first reading).

o Approved the 2008 travel reimbursement rate at 58.5 cents per mile as required by the Internal Revenue Service.
