Meeting Highlights


Under New Business, the Board:

  • approved the 2023-2024 Student Handbook as provided, effective July 11, 2023.
    RATIONALE: The provided Student Handbook has been updated to reflect revisions to board policy & procedure and/or updates to processes that have changed within the program.  

  • ratified the 2023 five-year agreement between Rend Lake College and Egyptian Building and Construction Trades Council as presented, effective July 01, 2023.
    RATIONALE: The five-year agreement will continue to facilitate the timely completion of construction and renovation projects at Rend Lake College.  

  • ratified the award for 3 year custodial services contract at the Rend Lake MarketPlace to SI Services of Mt. Vernon for $102,000 (Year 1),  $108,375 (Year 2), $114,750 (Year 3); effective July 11, 2023.    
    RATIONALE: : Competitive bids were received in response to an advertisement for bids.  

  • approved the Resource Allocation Management Plan (RAMP FY25), as provided, for transmittal to the Illinois Community College Board effective July 11, 2023. Under new Illinois Community College Board guidelines,
    each of the two projects requires Board approval.
    RATIONALE: The RAMP document has been prepared based upon information from appropriate administrative staff. We are required to submit the RAMP document annually to the Illinois Community College Board.

  • approved Program Articulation Agreements between Rend Lake College, District #521 and Eastern Illinois University, as presented, effective with the 2023-2024 academic year and subject to renewal every four years.  
    RATIONALE: The Articulation Agreements allow students to complete an Associate in Applied Science Degree in Early Childhood Education at RLC and transfer seamlessly to EIU's bachelor degree program in Human Services.

  • ratified a resolution providing for the issue of $15,000,000 Taxable General Obligation Community College Bonds, Series 2023A, and General Obligation Community College Bonds, Series 2023B, for the purpose of paying claims against the Community College District and for insurance reserve fund purposes, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of the bonds to Stifel, Nicolaus & Company, Incorporated.
    RATIONALE: All other procedural requirements having been met, this resolution will enable the district to sell funding bonds and insurance reserve bonds.

  • authorized destruction of closed session tapes after they have been held for eighteen (18) months, in accordance with and as provided by the Illinois Open Meetings Act: August 10, 2021 & September 14, 2021.
    Rationale: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the Board must take action to preserve the confidentiality of all tape recordings of closed sessions and authorize their destruction after they have been held for at least eighteen (18) months after the meeting for which written minutes have been approved.

  • reviews the closed session minutes monthly and has decided that the minutes from the following months will not be
    released to the general public: August 10, 2021 and September 14, 2021.
    Rationale: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the minutes of closed sessions will be reviewed to determine whether the minutes may be in whole or in part made part of the public record..

  • ratified approval of revisions to current Board Policy & Procedure 3.1115 – Stipends, as presented, to be effective July 1, 2023. 
    Rationale: The stipend list reflects revisions to better meet the needs of the college

  • reviewed and accepted the College Mission Statement, as well as the mission document, as provided, effective July 11, 2023.
    RATIONALE: Annual board review of our mission documents was adopted as part of the strategic planning process in order to keep the mission prevalent in the college’s regular operations and to meet the Higher Learning Commission’s accreditation requirements.

Under Personnel, the Board:

  • granted permission to advertise for a Full-Time Maintenance Technician. 
  • ratified the appointment of Mallory Moddelmog as TRIO Program Director, pending a successful background check, effective July 5, 2023. Moddelmog holds a master's degree and a bachelor's degree in Organizational Communication from Murray State University. She most recently was a substitute teacher at Poudre School District in Fort Collins, Colo., and co-owner of Gojo Sports. 
  • appointed Sue Harmon as Nursing Instructor, effective August 07, 2023. Harmon holds a master's degree in Nursing Education and a bachelor's degree in nursing from McKendree University, as well as a nursing associate degree from Southeastern Illinois College. She most recently worked as a Registered Nurse in Surgery at Ferrell Hospital and as a Circulator in ENDO & SDS RN at Heartland Regional Medical Center.
  • appointed Megan McKinley as Public Information Specialist, effective July 12, 2023. McKinley holds a master's degree from Sam Houston State University and a bachelor's degree from University of Iowa. She most recently worked as a publicity fellow for Texas Review Press. 
  • ratified the appointment of Amy Browning as CTE Mentor/ Success Coach, pending a successful background check, effective August 01, 2023. Browning holds a bachelor's degree from Eastern Illinois University and an associate degree from RLC. 
  • ratified the appointment of Megan Rounds as CTE Recruiter, effective September 01, 2023. Rounds has served the district as Land of Lincoln AmeriCorps Director since 2016. She holds a master's degree and bachelor's degree from Southern Illinois University at Carbondale, as well as an associate degree from RLC. 

Under Financial Information, the Board:

  • ratified the payment of college expenses, including travel expense reimbursements, as presented.
