Meeting Highlights


Under New Business, the Board:

  • Approved requests for 15 new courses, new curriculum, changes to existing syllabi, and submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.
  • Approved revisions to Policy & Procedure 2.1720 - Community Use of College Facilities, as presented in the second reading, effective June 14, 2022.
  • Approved revisions to Policy & Procedure 3.1110 - Computation of Hourly Rate of Pay for Part-Time Employees, as presented in the second reading, effective July 1, 2022.
  • Approved revision of job descriptions as presented, effective June 14, 2022.
    • Assistant Director - Rend Lake College Foundation
    • Men's Baseball Coach
  • Approved revisions to current Board Policy & Procedure 3.1115 - Stipends, as presented, effective July 1, 2022.
  • Approved revisions to Policy & Procedure 4.1115 - Fees, effective the Fall Term 2022.
  • Approved revisions to Policy & Procedure 4.1505 - Textbooks, as presented, first reading, effective July 12, 2022
  • Approved revisions to Policy & Procedure 3.1015 - Terms of Appointment and Termination of Full-time Employees, as presented, first reading, effective July 1, 2022
  • Approved  revisions to Policy & Procedure 3.1105 - Workweek and Computation of Hourly Rate of Pay of Full-time Employees, as presented, first reading, effective July 1, 2022
  • Approved the following 2022-2023 Handbooks as provided: Rend Lake College Foundation Children’s Center, Culinary, Arts, Student-Athletes, Club Athletes, Coaches
  • Approved to appoint John Gulley, Chief Financial Officer, as treasurer of Rend Lake College District No. 521, effective July 1, 2022.
  • Approved the engagement letter for the providing of both audit services and tax return preparation for FY 2022 as presented.
  • Approved a revision to the amount of coverage needed and the principal party insured under a surety bond for Rend Lake College District No. 521 as required by State of Illinois statute for the Fiscal Year 2023
  • Approved to transfer of $2,481,000 from the Education Fund to the Working Cash Fund to repay earlier transfers which were made in anticipation of revenues to be received by the College
  • Approved to transfer of up to $3,400,000 from the Working Cash Fund to the Education Fund
  • Accepted the bid from Bevis Construction, Inc. for the base bid in the amount of $97,100 to install a 40’ X 18’ Overhead Door at the Agronomy Innovation Center
  • Approved the Resource Allocation Management Plan (RAMP FY24), as presented, for transmittal to the Illinois Community College Board, effective June 14, 2022. Under new Illinois Community College Board guidelines, each of the two projects requires Board approval.

Under Personnel, the Board:

  • Accepted, with regret, the resignation of Walker Bullington, Recruitment & Student Success Specialist and Baseball Coach, effective May 15, 2022
  • Accepted, with regret, the resignation of Kristen Garner, Community Outreach Specialist, effective May 31, 2022
  • Accepted, with regret, the resignation of Chelsey Thompson, Infant Room Lead child Care Provider, Rend Lake College Foundation Children’s Center, effective June 02, 2022
  • Approved to appoint of Hannah Nelson as Nursing Instructor, on a full-time, 50-week, tenure-track, industrial contract, pending a successful background check, effective July 18, 2022
  • Approved to create the position and job description and advertise for Coordinator - Early Childhood Education, effective June 14, 2022
  • Approved to transfer Damon Sims from Deputy Chief of Police & Safety Officer to Chief of Police on a full-time, 48-week, non-tenure-track contract and revise the job description, effective July 01, 2022 - Sims has been with the college since October of 2008. 
  • Approved to transfer Rodney Sweetin from Police Officer to Deputy Chief of Police on a full-time, 50-week, non-tenure-track contract and revise the job description, effective July 01, 2022 - Sweetin has been with the college since March of 2018.
  • Approved to create the position and job description and transfer Sawyer Nichols from Police Officer to Police Captain and Safety & Training Officer on a full-time, 50-week, non-tenure-track contract, effective July 01, 2022 - Nichols has been with the college since September of 2017.
  • Approved to advertise for Police Officer, effective June 14, 2022
  • Approved to realign the job duties of Dr. Susan Wiley, Director of Nursing, on a full-time, 50-week contract, effective July 01, 2022 - Wiley has been with the college since July 2017. 
  • Approved to realign the job duties and revise the job description of Sandy West, Coordinator - Technical Services and Collection Management, to Director - Learning Resource Center on a full-time, 48-week contract, effective July 1, 2022 - West has been with the college since September 2001. 
  • Approved the salaries for administration, academic support, office support, police department, and physical plant personnel as provided, and to authorize the administration to set appropriate contract lengths as they see fit, not to exceed one year. Salary increases will begin July 1, 2022, except for the individuals whose grants have a different beginning and ending date, in which case the salary increase would correspond with the grant period. Sample contract letters for each classification of personnel are included in the meeting packet. 

Under Financial information, the Board:

  • Approved to ratify the payment of college expenses, including travel-expense reimbursements, as presented.

Additional Highlights: 

  • The Upward Bound program was awarded a new grant from September 1st, 2022, to August 31st, 2027.  It’s a 5-year- 1.5 million dollar grant to help first-generation, low-income college-bound students achieve their educational goals. 
  • Faith Blair, Administrative Assistant in Arts & Sciences Division, recently completed a second associate’s degree using classes taken at Rend Lake College. She did a reverse transcript to receive the A.A. from Southeastern Illinois College. This degree will align Blair to participate in a bachelor’s degree program with Missouri Baptist University.
