Meeting Highlights


Trustees Rubenacker, Kabat honored for more than a decade of service

Board Chairman Randy Rubenacker (Dahlgren) was honored for his 12 years of service to the district and board, including the past six years as chairman. Meanwhile, member John Kabat (Scheller) was also recognized for his 12 years of service to the district and board, including many years as its representative with the Illinois Community College Trustees Association. President Terry Wilkerson thanked them both for their service, pointing out their support for students and employees in everything they did as members. 

Kabat said it was an honor to serve for the past 12 years and encouraged young members in the audience to consider public service as a way to give back to their community someday. 

"It's really been an honor and opened my eyes a lot," Rubenacker said. "It's been an honor serving with such a distinguished group of people. It's really been great. ... I want to thank Terry. He's a credit to the college for not only what he's done, but for the group he's put together. ... This is one of the finest groups of people I've ever worked with." 

Rubenacker said he was especially thankful for the influence of fellow board member Randall Crocker and the late Marvin Scott, who served an unprecedented 35 years as a trustee. 

New Student Trustee seated

Maggie Stacey (Sesser) was seated as the new Student Trustee. The Board of Trustees, along with President Wilkerson, thanked outgoing Student Trustee Colt Henson (Wayne City) for his year of service.

Entrepreneurship Presentations

The board heard from facilitators and current high school students about their experiences in the Jefferson County CEO and Franklin County EDGE programs. Both classes will hold their annual trade show events on April 27. The CEO trade show will be from 5 - 8 p.m. at the DoubleTree by Hilton in Mt. Vernon, while the EDGE trade show will take place from 5:30 - 7:30 p.m. at La Galleria on the square in Benton. Community members are encouraged to attend.   

 

Under New Business, the Board:

  • approved revisions to Rend Lake College Policy Manual Section 3: Employee Matters (Second Reading), as provided, effective April 11, 2023. 
    Rationale: The revisions to the current policy manual are needed to make the manual more efficient and effective. 

  • approved revisions to job descriptions for the following current positions as presented, effective April 11, 2023.
    • Assistant Child Care Provider – Children’s Center
    • Teacher Aide – Children’s Center
      Rationale: These job description revisions are needed to better meet the needs of the institution.

  • approved a resolution authorizing and providing for the issue of approximately $3,190,000 Taxable Debt Certificates, Series 2023a, and approximately $10,590,000 Debt Certificates, Series 2023b, for the purpose of acquiring and implementing a new software system, acquiring computers, altering, repairing and equipping buildings and facilities, building and equipping the Allied Health building and a Manufacturing Training Center and improving sites; providing for the security for and means of payment of said certificates; and authorizing the sale of said certificates to the purchaser thereof, effective April 11, 2023.
    Rationale: Issuing debt certificates to fund long-term projects such as the ERP implementation, acquiring hardware, and improving campus facilities allows the district to complete these projects without impacting our existing reserve funds.

Under Personnel, the Board:

  • appointed Samantha Britton as CTE Support and Grants Specialist, pending a successful background check, effective April 16, 2023. Britton has a Bachelor of Science from the University of Southern Indiana. 
  • approved an additional 8-week unpaid leave of absence extension. 
Under Financial Information, the Board:
  • ratified the payment of college expenses, including travel expense reimbursements, as presented.
