Meeting Highlights
Under New Business, the Board:
- approved a resolution to honor Mr. Randall Crocker and acknowledge his 23 years of dedication and support to Rend Lake College and its students. He will be honored with a legacy scholarship for two individuals (to be named by his immediate family) upon their admission to Rend Lake College; effective August 8, 2023. Crocker passed away July 16, 2023.
RESOLUTION REGARDING RANDALL CROCKER
WHEREAS, the Board of Trustees, Rend Lake College District No. 521 wishes to acknowledge the 23 years of service and accomplishments of Mr. Randall Crocker, graduate of Rend Lake College who served 23 years as a member of the Board of Trustees of Rend Lake College.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees, Rend Lake College District No. 521, wants to honor the considerable service contribution of Mr. Randall Crocker by honoring him with a legacy scholarship for two individuals (to be named by his immediate family) upon their admission to Rend Lake College. This legacy scholarship covers all books, fees and tuition necessary for completion of 64 hours of credit or the program area of study, whichever is greater.
The Board also wishes to formally acknowledge the 23 years of exemplary service of Mr. Randall Crocker and thank him for the many accomplishments he has afforded the college, the communities of the district, and the Southern Illinois region.
ADOPTED this 8th day of August, 2023. - granted permission to advertise for bids and award for replacement of flooring at Rend Lake College MarketPlace.
RATIONALE: The current flooring is stained and worn. It has become difficult to clean and is due to be replaced. This will include flooring in building two and three at Rend Lake MarketPlace. - granted permission to advertise for bids and award for the installation of four heaters at the Agronomy Innovation Center.
RATIONALE: Currently half of the Agronomy Innovation Center has no HVAC. Since classes will be hosted in the recently renovated space, it was seen to be necessary to heat this space. - granted permission to advertise for bids and award to replace two chiller systems.
RATIONALE: The current chiller systems have outlived their life expectancy. They are becoming more problematic and costly to repair. This project will be completed using Bond Funds. - granted permission to advertise for bids for the construction of a manufacturing academy at the Rend Lake College MarketPlace.
RATIONALE: The college was awarded a grant from Economic Development Administration (EDA) for the construction of a manufacturing academy at the Rend Lake College MarketPlace. - approved the tentative FY 2024 budget as presented.
RATIONALE: Provided as a separate document, the FY 2024 budget was presented in a tentative form at the August meeting. As required by law, the proposed budget will be available for public inspection for thirty (30) days and a public hearing on the budget will be held at 12:00 p.m. prior to a special board meeting on Sept. 11 at the Student Center.
Under Personnel, the Board:
- Accepted the resignation of Tommy Holder, Testing Specialist; effective July 31, 2023.
- Accepted the resignation of Lora Phillips, Medical Coding Instructor; effective July 31, 2023.
- Appointed Pat Petro as Maintenace Technician, effective August 16.
RATIONALE: Petro has the knowledge and experience necessary to be successful in this position. - Approved the appointment of Sherraine Williams as TRIO Program Specialist, pending a successful background check, effective August 16.
RATIONALE: Williams has the required skills and education necessary to be successful in this position. - Granted permission to expand the duties and revise the job description of Kristina Shelton from Director of Perkins and CTE to Director of Perkins and CTE/Data Analyst, as presented, effective August 1.
RATIONALE: This position is being expanded to include additional duties to help support the Director of Institutional Compliance and Research in light of that department's absorption of the Financial Aid Department, as well as the need for the college to broaden its view and collection of data. Shelton has the skills to be successful with the additional duties and brings a perspective to promote data analysis and data driven decisions for the college. - Granted permission to create the position, job description, and advertise for an Instructional Design Specialist, effective August 8.
RATIONALE: This position is needed based on the demand for quality online learning, rapidly changing instruction technology, development of competency-based education programs, and increased accountability in assessment of student learning.
Under Financial Information, the Board:

ratified the payment of college expenses, including travel expense reimbursements as presented, effective August 8.
