Board of Trustees Meeting - January 9, 2024
Meeting Highlights
Under New Business, the Board:
- authorized destruction of closed session tapes after they have been held for eighteen (18) months, in accordance with and as provided by the Illinois Open Meetings Act: March 8, 2022 and April 12, 2022, effective January 9, 2024.
RATIONALE: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the Board must take action to preserve the confidentiality of all tape recordings of closed sessions and authorize their destruction after they have
been held for at least eighteen (18) months after the meeting for which written minutes have been approved. - The Board of Trustees reviews the closed session minutes monthly and has decided that the minutes from the following months will not be released to the general public: March 8, 2022 and April 12, 2022, effective January 9, 2024.
RATIONALE: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the minutes of closed sessions will be reviewed to determine whether the minutes may be in whole or in part made part of the public record. - approved the Notice of Election for the Student Board Member of the Board of Trustees, effective January 9, 2024.
RATIONALE: In accordance with the Illinois Public Community College Act, Board approval on the Notice of Election is required. Notice of Election will be published as directed by Illinois statute. The student board member shall serve a one-year term beginning with the April Board Meeting. - ratified contract with Omni Energy Partners as an energy performance contractor with an initial project focus on the replacement of the north and south-central chiller plants. The total contract for tower and chiller replacement is $2,247,071. This total includes the tower replacement that was previously approved by the board. The project will be funded by proceeds from the Series 2023 general obligation bonds, effective January 9, 2024.
RATIONALE: The current towers and chillers are nearing the end of their useful life. This project is necessary to ensure reliable operation of the central chilling plants and will lead to greater energy efficiency and lower long-term maintenance costs. - granted permission to advertise for bids and award for the purchase of a forklift. This forklift will be utilized for industry trainings and individualized competencies at the manufacturing academy, effective January 9, 2024.
RATIONALE: The purchase of the forklift is funded through the Perkins Leadership Grant awarded by ICCB.
Under Personnel, the Board:
- accepted the resignation of Mary Stanfield, Child Care Resource & Referral Subsidized Child Care Specialist, effective January 12, 2024.
- ratified the appointment of Taylor Wilburn as Social Media & Outreach Specialist on a full-time, 50-week, non-tenure track contract, effective January 1, 2024.
Under Financial Information, the Board:
- ratified the payment of college expenses including travel expense reimbursements as presented in the January Board Packet, effective January 9, 2024.
