Meeting Highlights


Under New Business, the Board:

  • Approved Revisions to Rend Lake College Policy & Procedure 4.1505 – Textbooks (Second Reading)

  • Approved Revisions to Rend Lake College Policy & Procedure 3.1015 – Terms of Appointment and Termination of Full-Time Employees (Second Reading)

  • Approved Revisions to Rend Lake College Policy 3.1105 – Workweek and Computation of Hourly Rate of Pay for Full Time Employees (Second Reading)

  • Approved to Destroy Closed Session Tapes

  • Approved to Release Closed Session Minutes - The board reviews the closed session minutes monthly and has decided that the minutes from the following months will not be released to the general public: July 14, 2020, August 11, 2020, and October 20, 2020

  • Approved Revisions to Job Descriptions

  • Approved 2022 – 2023 Handbooks

  • Approved Joint Agreement for Dual Credit Educational Cooperation Between Rend Lake College, District #521, and

    John A. Logan College, District #530

  • Approved Master Articulation Agreement Between Rend Lake College, District #521, and Southern Illinois University -

    Carbondale

  • Approved the proposed resolution regarding the Delta Regional Authority (DRA) award application. If the DRA award is granted, this resolution authorizes funds from Rend Lake College (the Awardee) in the amount of

    $35,345 to said award from DRA in the amount of $182,422 for a total project investment of $217,767.

  • Approved the College Mission Statement presented below, as well as the mission document as provided.

      committed to our students’ success in achieving their educational goals and to

      meeting our community-focused program objectives. With Rend Lake College,

Under Personnel, the Board:

  • Approved the organizational restructure/transition of the administration, staff, and support staff of Rend Lake College as it relates to the Rend Lake College Foundation. This recommendation includes the changes to organizational chart (Policy & Procedure 1.5000), promotion of staff, changes to titles and accompanying job descriptions, including those impacted by these changes, as well as respective salaries, prorated for the remainder of the fiscal year, effective July 16, 2022, as provided. 

    • Cathy DeJarnette - Executive Director Administrative Services

    • Amy Newell - Assistant Director of Development, RLC Foundation

    • Dawn Johnson - Major Gifts Officer, RLC Foundation (Part-time)

    • Lexi Johnson - Coordinator of Development, RLC Foundation

  • Approved revisions to Rend Lake College Policy & Procedure 3.1105 – Workweek and Computation of Hourly Rate of Pay of Full-time Employees, as presented, second reading, effective July 01, 2022

  • Approved revising job descriptions as presented, effective July 12, 2022

    • Specialist – Grants Research and Data Analysis (Part-Time)

    • Stipend – Women’s Golf Coach

    • Stipend – Women’s Basketball Coach

    • Stipend – Women’s Volleyball Coach

    • Stipend – Softball Coach

    • Stipend – Men’s Golf Coach

    • Stipend – Men’s Baseball Coach

    • Stipend – Men’s Basketball Coach

  • Accepted with regret the resignation of Ms. Cheri Rushing, Director of Financial Aid, effective July 14, 2022.

  • Accepted with regret the resignation of Ms. Kelsey Page, Assistant Director of the Rend Lake College Foundation, effective July 7, 2022.

  • Approved to ratify the appointment of Ms. Elissa Brown as Lead Infant Room Teacher, Rend Lake College Foundation Children’s Center, on a full-time, 50-week, non-tenure-track contract, effective July 01, 2022. 

  • Approved to appoint of Mr. Andrew Chambliss as Industrial Electronics and Maintenance Instructor, on a full-time, 36-week, tenure track contract, pending a successful background check, effective August 11, 2022.

    • Mr. Chambliss is a graduate of the Industrial Electronics and

      Maintenance Program at Rend Lake College. He has taught adjunct in the

      program since 2019. He works closely with the apprenticeship program. 

  • Approved to appoint Ms. Heather Maschhoff as Specialist – Recruitment and Student Success to a full-time, 50-week, non-tenure-track contract, and revised job description effective August 08, 2022.

  • Approved to appoint Ms. Samantha Winka as Specialist – Student Records on a full-time, 50-week, non-tenure-track contract, pending a successful background check, effective August 01, 2022.

  • Approved to appoint Ms. Heather Miller, Coordinator – Early Childhood Education Program, on a full-time, 50-week, non-tenure track, grant-funded contract, pending a successful background check, effective July 18, 2022.

  • Approved to appoint Mr. Trace King, Police Officer, on a full-time, 50-week, non-tenure-track contract, effective July 14, 2022.

  • Granted permission to transfer Mrs. Mary Huggins from Communications Specialist to Administrative Assistant to the President on a full-time, 50-week, non-tenure-track contract and revise the job description, effective July 16, 2022.

  • Granted permission to create the position, advertise for, and ratify the appointment of a CTE Mentor/Success Coach at the August 9th meeting, effective July 12, 2022.

  • Tabled the appointment of CTE Mentor / Success Coach.

  • Tabled the appointment of Business Office Accountant.

Under Financial information, the Board:

  • Approved ratifying the payment of college expenses, including travel expense reimbursements, as presented.

Additional Highlights: 

  • Rend Lake College had 6 of our 7 intercollegiate athletic teams earn Academic awards for having an overall team GPA above 3.00 for the year. 

  • The 2021-2022 Men’s basketball team was named the NJCAA Academic Team of the Year with a 3.61 GPA.

  • President Wilkerson commented on FY22 and FY23 grant activity, including projects through Illinois Green Economy Network ($170,000), US Department of Commerce Economic Development Administration ($5,000,000), Illinois Community College Board Early Childhood Access Consortium for Equity ($593,861), Pipeline for the Advancement of the Healthcare Workforce Program ($415,972), and College Bridge Program ($220,000).
