Board of Trustees Meeting - November 14, 2023

Meeting Highlights


Under New Business, the Board:

  • approved a new course, the development of a new course and to authorize their submission to the Illinois Community College Board (ICCB) for action, effective December 01, 2023.
    RATIONALE: These additions improve the college's educational offerings and support efforts to enhance the quality of instruction.


  • approved revisions to Rend Lake College Board Policy & Procedure 4.1610 – Grading System, effective November 14, 2023. 
    RATIONALE: This policy is being created to be compliant with Public Act 102-1143 - Paid Leave for All Workers Act. The new legislation goes into effect January 01, 2024. 

  • approved revisions to Rend Lake College Board Policy & Procedure 4.1500 – Collection of Student Fees and Debts, effective November 14, 2023.
    RATIONALE: This policy needs to be updated to better address the institution’s needs. 

  • granted permission to create the stipend position and job description for Coordinator – Mobile Training Unit, as presented, effective November 15, 2023. 
    RATIONALE: This stipend position is necessary in order to develop and facilitate the use of a mobile training unit for virtual simulation of police training.

  • granted permission to create the stipend position and job description for Coordinator - Mine Training, as presented, effective November 15, 2023. 
    RATIONALE: This stipend position is necessary in order to develop and facilitate training opportunities in coal mine training. These trainings will be held primarily off campus at mining facilities. 

  • approved the proposed resolution regarding the Delta Regional Authority (DRA) award. This resolution shall provide additional funds from Rend Lake College in the amount of $20,781 to said award from DRA in the amount of 
    $185,800 for a total project investment of $206,581, effective November 14, 2023.
    RATIONALE: The DRA approved RLC’s project application for the following: expand the truck driver training program at the Pinckneyville campus to include enhanced classroom instruction for both CDL Class A and Class B students through the use of a virtual simulator, conducting a truck driver training showcase to highlight career pathways that exist within the transportation sector, and provide an opportunity for individuals to interact with employers currently seeking individuals to fill open positions. RLC will be responsible for a project coordinator, clerical support, classroom space, and costs associated with the showcase. DRA funds will purchase a box truck for Class B training and a truck driving simulator. 

  • ratified the purchase of four (4) cooling towers as part of the ongoing north and south central chiller plant project, effective November 14, 2023. 
    RATIONALE: Omni Energy Partners was previously selected through a competitive process as the energy performance contractor for the north and south central chiller plant project. Omni has recommended the purchase of four Marley cooling towers to be installed by Davis-Houk Mechanical. This contractor has been recommended by Omni Energy Partners due to their involvement in the design phase and their ability to efficiently manage the delivery and installation of the towers. Estimated price for the new equipment and demolition of the existing towers is $448,875.

 

Under Personnel, the Board:

  •  accepted the resignation of Elissa Brown, Lead Infant Room Teacher at the Rend Lake College Foundation Children’s Center, effective November 10, 2023. 
  •  granted permission to ratify the appoint of Clint Ramsey as Custodian on a full-time, 50-week, non-tenure track contract, effective November 01, 2023. 
  • appointed Emma Robbins as Testing Specialist, on a full-time, 50-week, non-tenure track contract, pending a successful background check, and revise job description, effective December 01, 2023. 
  • approved the appointment of Megan Rounds as Title III Project Director on a full-time, 50-week, non-tenure track, pending approval by the Department of Education, effective December 01, 2023.
  • approved the appointment of Heather Taaka as Title III Administrative Assistant on a full-time, 50-week, non-tenure track, pending a successful background check, effective December 01, 2023.

 

Under Financial Information, the Board:

  • ratified the payment of college expenses including travel expense reimbursements as presented in the November board packet, effective November 14, 2023.
