Board of Trustees Meeting - October 10, 2023

Meeting Highlights

Under New Business, the Board:

• approved the development of an online course and withdrawal of courses and to authorize their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed, effective October 10, 2023.
  RATIONALE:  The above items have been approved by the Curriculum Committee and Academic Council. These changes improve the college's educational offerings and support efforts to enhance the quality of instruction. 
  
  
• granted permission to create Rend Lake College Policy & Procedure 3.1035 – Paid Leave for All Workers (Part Time Employees), second reading, as presented, effective January 01, 2024.
  RATIONALE: This policy is being created to be compliant with Public Act 102-1143 - Paid Leave for All Workers Act. The new legislation goes into effect January 01, 2024. 
  
  
• approved revisions to Rend Lake College Policy 3.1520 – Personal Leave, second reading, effective January 01, 2024. 
  RATIONALE: These policy revisions are needed in order to comply with Public Act 102-1143 - Paid Leave for All Workers Act. Legislation goes into effect January 01, 2024. One additional personal day will be given to all full-time and 35-hour employees for FY24.
  
  
• adopted the 2023 Tax Levy (Payable 2024). The proposed tax levy will be filed in accord with the Truth in Taxation compliance laws.
  RATIONALE:  The proposed taxes to be levied for tax year 2023 payable 2024 will cover Corporate and Special Purposes and Debt Services for a total of $8,499,183 and a 9.73% percentage increase.
  
  
• granted permission to ratify the selection of Omni Energy Partners as an energy performance contractor with an initial project focus on the replacement of the north and south central chiller plants, effective October 10, 2023.
  RATIONALE: Omni Energy Partners was the only respondent to a request for proposals for energy performance contracting services. Omni Energy Partners meets the qualifications listed in the RFP. 
  
  
• granted permission to bid for the purchase of a Solar Panel Array and system in accordance with the sub award from the Illinois Green Economy Network (IGEN), effective October 10, 2023.
  RATIONALE: This grant opportunity provides for additional potential curriculum integration, educational exposure for students, and a supplemental electrical source for the campus. The panel array will be in addition to the panels purchased in 2022.

Under Personnel, the Board:

•  accepted the resignation of Abbi Biggerstaff, Administrative Assistant of Allied Health, effective September 29, 2023. 
•  accepted the retirement resignation of Kelly Eubanks, Custodian, effective November 30, 2023. 
• ratified the appointment of Christi Rich as Business Office Accountant, on a full-time, 50-week, non-tenure track contract, effective September 18, 2023. 
• ratified the appointment of Dezaraye Rogers as Administrative Assistant of Allied Health on a full-time, 50-week, non-tenure track contract, effective October 16, 2023. 
• ratified the appointment of Jonathon Walters as Director of Innovation & Design on a full-time, 50-week, non-tenure track contract, effective October 16, 2023. 
• granted permission to create the position, job description, and advertise for Special Projects Coordinator, effective October 10, 2023. 
• granted permission to create the position, job description, and advertise for Title III Project Director, effective October 10, 2023.
•  granted permission to create the position, job description, and advertise for Title III Administrative Assistant, effective October 10, 2023. 
• granted permission to create the position, job description, and advertise for Title III Sustainable Agriculture Specialist, effective October 10, 2023. 
•  granted permission to create the position, job description, and advertise for Title III Sustainable Manufacturing Specialist, effective October 10, 2023. 
• granted permission to create the position, job description, and advertise for Title III Student Success System Developer,
  effective October 10, 2023. 

Under Financial Information, the Board:

• ratified the payment of college expenses including travel expense reimbursements as presented, effective October 10, 2023.
